The U.S. solar industry had an estimated $1.6 billion trade deficit with China in 2011, after enjoying an estimated $250 million to $540 million surplus in 2010. Salazar, who had pledged more than a year ago to streamline the regulatory process for putting turbines offshore, said his Bureau of Ocean Energy Management would start soliciting bids for leasing up to 80,000 acres off Maryland.
